Giuliani's firm delivers recommendations to Mexico City

Private businessmen paid Giuliani's consulting firm $4.3 million for advice on how to reduce crime in Mexico City. The report, released today, offers 146 recommendations which range from increasing police officers' salaries, to limiting the number of illegal taxis and the number squeegee kids (windshield washers).

And where is the money coming from to implement all these strategies?
